The bill passed the Colorado State House with 59 of 65 representatives voting in support and passed the Colorado State Senate with 27 of 34 voting in support before being signed by Gov. Jared Polis.

While the measure had broad support in Denver, district leaders say it has negative impacts locally, largely because it caps the cost-of-living factor used in school funding and changes how student enrollment is calculated from a multi-year average to a one-year count.

Telluride is currently in a “hold harmless” status, allowing it to remain under the old funding formula while the state transitions to the new system.

Superintendent John Pandolfo said even the current system is not providing “adequate” funding based on a recent state study.

“We’re actually getting, in a three-year flat dollar hold harmless amount, almost $3,000 less than that $16,650,” Pandolfo said.

“If we were under the new formula right now, we’d be getting about $13,590. Almost $6,000 per pupil less than what the adequacy study says we should get,” he said.

Pandolfo said the district is allowed to remain in hold harmless status because of the significant impact the new formula would have. Fully implemented, the district could lose about $3 million, or roughly 15% of its budget.

With that financial pressure looming, the district plans to ask voters this fall to approve a mill levy override. The proposal would increase the district’s mill levy from 30% to 50% of total program funding.

“We recognize, not just in Telluride but everywhere, it’s not an easy time right now. To be going out and asking the voters for more taxes right now, but we do feel like our backs are against a wall,” Pandolfo said.

If passed, Pandolfo said the mill levy increase would collect roughly $2.6 million.

“Turns out to be, for residential property owners, less than $10 a month on a million dollars of residential property value,” Pandolfo said.

He added that the tax amount would not rise as property values increase because it is tied to state-determined district funding rather than property value.

While the new model is expected to significantly impact Telluride, Pandolfo said most Colorado districts will see benefits. Colorado has 179 school districts.

“If you were look at all of the calculations for this current year, if you compare what districts would get under the old formula and under the new formula if it were fully phased in, there are 11 districts that are doing worse under the new formula,” Pandolfo said. “Nine of those districts are only doing worse by a couple of percent. The other two districts are us and Aspen.”

The Telluride School Board of Education plans to make a final decision on next steps in June in order to place a measure on the November ballot.

Cat Movie Fisher with Risho Unda

It’s time for another installment of Cat Movie Fisher – a segment where Telluride High School’s Risho Unda chats with members of the community about their favorite movie. At 7-foot-1, he was in his first basketball practice when he suffered a cardiac event.

“Vince was dead. The doctors say for three minutes he had no pulse, he had no heartbeat, nothing, and he wasn’t alive,” said Beth Gage.

Beth Gage and her husband, George Gage, are the documentary filmmakers behind the film “InVINCEble.”

Gage said 90% of people who experience similar cardiac events do not survive.

“If it wasn’t for the fact that the school had the emergency utilities to bring him back and the knowledge of how quickly to get to him, he wouldn’t be here,” she said.

Former Telluride residents themselves, Beth and George Gage will show the film at this year’s Mountainfilm festival.

“The film is basically a comeback story about indomitable spirit and what people can do and how we can help one another,” Beth Gage said.

The Gages acknowledged a medical documentary is not their traditional subject matter, but at the heart of “InVINCEble” is a story about community.

“That’s what always draws us in. It’s the people,” Beth Gage said.

“The main reason he wants to get to the NBA is he wants to make the money that he can make in the NBA to send to children back in Nigeria to help them have what he calls the blessed life that he had,” George Gage added. “He’s the real deal.”

While the film is a story about family and basketball, George and Beth Gage hope it also inspires people to take action.

“We also hope that people who see the film will think, ‘Oh, I ought to learn CPR. I ought to brush up on the CPR I learned 10 years ago,’” George Gage said. “You can save a life, and that’s pretty amazing to be able to do. To protect bicyclists and drivers, the Colorado Department of Transportation will close a portion of U.S. Highway 550 from Purgatory Ski Area to Silverton.

With the closure, CDOT is reminding drivers heading north from Durango to take alternate routes, including through Rico, Telluride and Placerville.

The road closure will run from 7:30 a.m. to 1:30 p.m. Saturday, May 23.

Polis Shortens Tina Peters Sentence

Gov. Jared Polis has shortened the prison sentence for former Mesa County Clerk Tina Peters and ordered her release on June 1.

For the Colorado Capitol News Alliance, Bente Birkeland reports Peters was convicted of tampering with election equipment in an effort to prove President Donald Trump’s false claims that the 2020 presidential election was rigged. She had been sentenced to nine years in prison.

“This is not a pardon,” Polis said. “It’s really making sure that her free speech was not a criteria for her overly harsh sentencing. So I really think that in the scheme of things, this will take the wind out of the sails of those who argued that there was something awry here. Because I think there’s a point that those have, and the reason we got thousands of calls saying she was over sentenced.”

Polis said he agreed with an appeals court decision that Peters was sentenced harshly because of her beliefs.

Trump has mounted a major pressure campaign to free Peters following her conviction two years ago. The decision also puts Polis at odds with members of his own party and election clerks across Colorado.

Meanwhile, a group of Colorado Democrats is seeking to formally censure Polis for granting clemency.

The group filed a complaint Monday asking the state Democratic Party to condemn the governor for “conduct detrimental to the interests of the Colorado Democratic Party.” The complaint also seeks to temporarily suspend Polis from attending and speaking at party events.

The move marks an unprecedented rebuke of the governor from fellow Democrats. Nearly 200 people have signed onto the complaint, including Democratic state officials, lawmakers and party organizers.

Groups Seek $2 Billion for Colorado River Drought

Dozens of communities and environmental groups in the Colorado River Basin are seeking $2 billion from Congress to respond to historic drought conditions.

For KUNC, Scott Franz reports the money could help fund a variety of drought-response efforts across the region.

In Colorado, crews could use the funding to remove dead trees ahead of what is expected to be a severe wildfire season. States also could pay farmers and other water users to conserve water.

Those are among the proposals being floated by The Nature Conservancy, one of 70 organizations backing the emergency funding request.

It is not yet clear how the money would be distributed among the seven states in the Colorado River Basin.

Last week, federal water experts warned that Lake Powell, the Upper Basin’s largest reservoir, is on track to receive the lowest amount of water this summer in its 63-year history.

Colorado Promotes Beavers as Fire Mitigators

Beavers are increasingly being recognized as natural wildfire mitigators because they create fire-resistant landscapes and lush riparian areas that can act as natural firebreaks.

Colorado Parks and Wildlife has launched a new strategy aimed at boosting and sustaining beaver populations to protect ecosystems and improve climate resilience.

For Rocky Mountain Community Radio, KGNU reporter Abby O’Brien joined researchers studying beaver habitat near Boulder.

Story beings at 14:30.

– Telluride School District to Ask Voters for More Funding

– Cat Movie Fisher with Risho Unda

– InVINCEble Comes to Mountainfilm

[515

post-11418","news","type-news","status-publish","format-standard","hentry","news-category-newscasts

Newscast 5-20-26 - KOTO FM

<meta name="description" content="In today's headlines: Telluride School District to Ask Voters for More Funding.
