{"id":4122,"date":"2025-04-28T18:00:00","date_gmt":"2025-04-29T00:00:00","guid":{"rendered":"https:\/\/koto.org\/?post_type=news&#038;p=4122"},"modified":"2025-04-28T16:57:12","modified_gmt":"2025-04-28T22:57:12","slug":"newscast-4-28-25","status":"publish","type":"news","link":"https:\/\/koto.org\/es\/news\/newscast-4-28-25\/","title":{"rendered":"Newscast 4-28-25"},"content":{"rendered":"<ul class=\"wp-block-list\">\n<li>Colorado Legislature Takes on TABOR<\/li>\n\n\n\n<li><em>G is for Government<\/em> Previews Telluride Town Council<\/li>\n\n\n\n<li>General Assembly Nears the Finish Line<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Colorado Legislature Takes on TABOR<\/h3>\n\n\n\n<p>Passed in 1992, the Taxpayer\u2019s Bill of Rights, better known as TABOR, limits the amount of revenue the state of Colorado can retain and spend, and requires any change in tax rates to go to voters.<\/p>\n\n\n\n<p>The constitutional amendment serves as a check on government spending and tax changes from the state Legislature and local governments. Recently, the Colorado General Assembly passed a joint resolution to dismantle TABOR, claiming that it hampers lawmakers\u2019 ability to fulfill their constitutional duties.<\/p>\n\n\n\n<p>While TABOR is a landmark tax policy that puts the power of taxation into the hands of voters, it can also restrict local governments from expanding their budgets at a rapid pace or implementing reasonable tax policies to cater to the needs of a community.<\/p>\n\n\n\n<p>The San Miguel County commissioners discussed the resolution during a brief meeting Monday, April 28.<\/p>\n\n\n\n<p>&#8220;The General Assembly and often our local taxing districts are often going through and trying to comply with TABOR and also the constraints it puts on our governments, even during times of economic and population expansion,&#8221; Commissioner Anne Brown said. &#8220;I do think it\u2019s worth determining whether TABOR has constitutional standing because it has proven so difficult to work with for those of us who are charged with providing services to the state. I really just wanted to hear if anybody else, staff or commissioners, felt that this was important enough that we wanted to write a letter about it.&#8221;<\/p>\n\n\n\n<p>Previous attempts to challenge TABOR resulted in years-long legal discussions but no changes to the amendment.<\/p>\n\n\n\n<p>Commissioner Galena Gleason shared her thoughts.<\/p>\n\n\n\n<p>&#8220;I\u2019ve heard the concerns certainly about being hamstrung by TABOR, and that\u2019s concerning to me. And certainly the inability to be more flexible with funding because of this law at the state level,&#8221; Gleason said. &#8220;On the flip side, I\u2019ve heard concerns from constituents \u2014 a minority of constituents in this county \u2014 that they feel very strongly about TABOR. I\u2019ve been sifting through those opinions and thoughts. I\u2019d love to hear everyone else\u2019s perspective on this.&#8221;<\/p>\n\n\n\n<p>Assistant County Manager Jarod Biggs commented that the joint resolution may open the door for local governments to take on TABOR.<\/p>\n\n\n\n<p>&#8220;I kind of assume that were this case to be successful, a lot of local governments would then proceed with questions towards the courts themselves to get similar treatment,&#8221; Biggs said. &#8220;I think we as a county have managed our finances effectively. We\u2019ve been fortunate that the voters have said yes to our county for a number of ballot questions. I don\u2019t think we really have as big of a dog in this fight, other than the philosophical issue. It\u2019s up to the commissioners here to say, \u2018I believe philosophically that we should not be subject to this rule.\u2019&#8221;<\/p>\n\n\n\n<p>Biggs noted that in the past five years, a majority of tax increases in San Miguel County were approved by voters. However, in the case of the failed ballot measure in Norwood to fund the construction of a new school last November, if TABOR didn\u2019t exist, local government officials could have instituted the mill levy without voter input.<\/p>\n\n\n\n<p>County Manager Mike Bordogna advocated for a neutral stance on the proposed resolution.<\/p>\n\n\n\n<p>&#8220;I don\u2019t know if I would support or oppose this,&#8221; Bordogna said. &#8220;I might just take no stance if it were me. Because what might be right for the Legislature might not be right for us, and I wouldn\u2019t want us necessarily to be perceived on the record that we might want to do this down the road, which I know we have not.&#8221;<\/p>\n\n\n\n<p>While the resolution is expected to pass in the Colorado Legislature, the outcome of the lawsuit is unknown and would only apply to state government decisions, rather than local governments. San Miguel County commissioners decided to keep a watchful eye on the legislation before taking any steps toward a decision.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><em>G is for Government<\/em> Previews Telluride Town Council<\/h3>\n\n\n\n<p>The Telluride Town Council is meeting on Tuesday, with updates from the museum and Telluride Arts on the docket. Fresh produce is one of the glories of summer.<\/p>\n\n\n\n<p>While current weather is the epitome of springtime in the Rockies, the town of Mountain Village is gearing up for summer with its Farm to Community program. Each summer, Mountain Village partners with the Fresh Food Hub in Norwood to supply produce shares to local families.<\/p>\n\n\n\n<p>Through the program, families and individuals will receive fresh produce for 14 weeks over the summer.<\/p>\n\n\n\n<p>To qualify, residents must live in deed-restricted housing in Mountain Village with a parent and at least one dependent, or meet annual income qualifications. Participation in the program is on a first-come, first-served basis.
