This is a Town of Telluride housing facility that we are going to use for a variety of municipal uses,” Councilmember Geneva Shaunette said during a Town Council meeting this week.

The project, known as Virginia Placer Phase 2A, is a nine-unit development adjacent to the existing Virginia Placer housing and located next to the Public Works shop.

“The units are 3 2-bedroom units, 2 studios, 2 1-bedroom units, and 2 micro-4-bedroom dorm units,” said Lance McDonald, projects manager for the Town of Telluride.

He noted that the aim of the project is to provide long-term housing for town employees and short-term housing for town operations.

“By short term we mean, uses such as on call, recruitment, seasonal staff, special circumstance such as visiting consultants, referees, and what not,” McDonald said.

He added that the project will allow three current on-call units the town has — one in Shandoka and two in Virginia Placer — to return to the general public rental pool.

According to McDonald, the project will cost just under $6.5 million to build. That puts the average rent for the units — necessary to cover debt costs — at about 120% of the area median income (AMI). He noted that some rents could be lower, and some could be higher.

Some members of Town Council, however, expressed concerns about the unit makeup and cost.

“Broadly speaking, I’m very supportive of this project. I just feel concern that we are not creating the housing that is actually desirable for our community,” said Councilmember Dan Enright. “I think we’re seeing vacancies and I don’t wish to barrel forward with something that then sits empty for long periods of time and then puts our budgets out of where we need them to be.”

Councilmember Ashley Von Spreecken also raised concerns about funding.

“I [am] a little bit befuddled about how everything is going to get paid,” she said. “If we have these things for six-month periods, or on-call, etc. … at the end of the day, when it shakes out, who is going to pay for it? How is it going to get paid? What happens if these units are vacant because they need to be held for new people coming in or whatever like that, that’s just money that we’re paying? I’m trying to figure out what levers are getting pulled to pay for the cost of the building?”

Town Manager Zoe Dohnal said the unit composition was developed in consultation with department heads, who feel confident there is demand.

“On-call units, like they are now, will be paid for out of our budget,” she said. “If there are uses that would consider rent, like seasonal employees or something like that, maybe there is a rent aspect to it. For the remaining long term rental units, which would satisfy town staff housing requirements, that’s who we’ve been speaking with from our staff, understanding the needs of town staff from a housing perspective.”

Shaunette added that if there isn’t sufficient demand from town staff, the town can turn to the broader community.

“We have had a lot of demand in the past, and I think we will in the future, but we are also seeing that demand is fluctuating,” she said. “So, once it’s finished, we’re going to have Town of Telluride needs be prioritized, and we have a list of other people who are interested in units and we would go to that next.”

While still voicing concerns, Enright voted in support of the project. Town Council approved authorizing funding for the design/build contract on Virginia Placer Phase 2A in a 5–1 vote. Von Spreecken voted against. Councilmember Jessie Rae Arguelles was not present at the meeting.

Uranium Mine in Utah Sees Emergency Approval

The Velvet-Wood uranium mine in San Juan County, Utah, is the first project approved through the Bureau of Land Management under the administration’s new expedited environmental permitting process. The process shortens approval to 14 days, compared to the typical multi-year environmental review timeline for a uranium mine.

In a press release from the Department of the Interior, officials said the emergency authorities allow bypassing of existing regulations under the National Environmental Policy Act, the National Historic Preservation Act and the Endangered Species Act.

“America is facing an alarming energy emergency because of the prior administration’s climate extremist policies,” Secretary of the Interior Doug Burgum said in the release. “President Trump and his administration are responding with speed and strength to solve this crisis.”

The project drew criticism from conservationists, including Sarah Fields with Uranium Watch, who said the 14-day timeline gave no opportunity for public input.

The Velvet-Wood uranium mine is owned by Canadian company Anfield Energy. Just across the state line in Colorado, Anfield has been exploring uranium in San Miguel County near Slickrock. According to Anfield, the project spans more than 5,000 acres.

Derek Padilla, field manager for the BLM Tres Rios Field Office—which covers much of western San Miguel County and multiple uranium projects—shared an update with the San Miguel County commissioners on May 15. He said he expects three upcoming plans of operations for uranium mining, a stark contrast to the typically slow process of exploration and development in the West End.

He also said the White Mesa uranium mill, just across the border in Utah, has resumed operations.

“The only thing that we’ve been told is they are starting to process material there, but that they have enough of their own material that they haven’t requested other mines to provide product for processing,” Padilla said. “So that’s the reason we haven’t seen anything come up like the Sunday Mine Complex here locally, but that’s the extent of my knowledge of what’s going on over there.”

With Trump’s energy dominance agenda, the Tres Rios Field Office could see expedited uranium mines similar to Velvet-Wood.

While the federal permitting process may be expedited, San Miguel County is in the process of updating its own land use codes for comprehensive environmental review of new mining applications.

“For example, our concern—since most mining is on federal or state property—has to do with mitigation of impacts,” Planning Commission Chair Lee Taylor said. “So roads, traffic, housing and employment, and that’s our ball field and we know that’s our ball field.”

The San Miguel County Planning Commission is scheduled to consider the draft mining regulations on Thursday, June 25th.

Meanwhile, Anfield Energy also plans to reopen the Shootaring Canyon uranium mill in southern Utah near Glen Canyon National Recreation Area.

Summer Cat with Risho Unda

Telluride High School’s Risho Unda is back for the summer with a new focus – the Farmer’s Market. Specifically, the trail south of the San Miguel River, west of Boomerang Bridge to Colorado Highway 145, will be closed while the helicopter is in use.

Work is scheduled to begin Monday, June 9, and will continue over a series of seven days through July 31, depending on weather conditions.

Signs, barricades and staff will be present along the affected trail to prevent access when the helicopter is operating. The fund aims to remove financial barriers for residents and employees seeking substance use and recovery treatment.

Supported by grants from the Southwest Colorado Opioid Response Council, the fund covers up to $110 per session for between six and 12 treatment sessions. The first six sessions are available to all applicants regardless of income; the following six are offered on a sliding scale.

Tri-County says its goal is to make recovery accessible, dignified and free from financial stress.

The application is simple and confidential, and Tri-County staff are available to help guide applicants through the process.

More information and the application are available at tchnetwork.org/raf.

Experts Call for Transparency in Colorado River Talks

Hundreds of Colorado River experts gathered in Colorado this week to discuss how to share the river’s shrinking water supply, while calling for more transparency from policymakers.

Negotiators from the seven states that rely on the Colorado River did not attend the conference, opting instead to continue closed-door meetings that have shown little progress.

Jim Lochhead, Colorado’s former top water negotiator, said the talks could benefit from more voices — particularly federal and tribal governments.

“The current process to me kind of feels like the conclave,” Lochhead said. “We’re waiting for the black smoke or the white smoke to come out of the seven-state negotiating room.”

Scientists at the conference warned that climate change is rapidly reducing the Colorado River’s flow, adding urgency to the need for new water-sharing policies.

Firebombing Suspect Faces 118 Charges in Pearl Street Attack

The Boulder County district attorney on Thursday filed 118 charges against Mohamed Soliman, the suspect in the firebombing attack on Pearl Street Mall.

Soliman faces a range of charges, including attempted murder, assault, use of an incendiary device and animal cruelty. The attack injured 15 people, ages 25 to 88, as well as a dog. Three victims remain hospitalized.

Soliman is scheduled to appear in court again in July.

Meanwhile, as the Colorado Capitol New Alliance’s Kiara DeMare reports, advocates have criticized the Trump administration’s efforts to deport Soliman’s family, calling it an act of intimidation.

This report includes information from Colorado Public Radio’s Kiara DeMare.

Story beings at 14:10.

Documentary Explores Hedge Fund Impact on Local News

A new documentary, Stripped for Parts: American Journalism on the Brink, examines how hedge fund ownership is reshaping — and often dismantling — local newspapers across the country.

The film spotlights the Denver Post, whose newsroom was dramatically downsized after its purchase by Alden Global Capital.
