An arrest warrant was issued on July 28th through the San Miguel County District Court. It alleges that 28 year old Nieblas possessed 27 videos of child sex abuse materials.&nbsp;<\/p>\n\n\n\n<p>Nieblas worked as a Deputy for the San Miguel County Sheriff\u2019s Office from August 1st 2020 to June 25th, 2025. In that time, Nieblas worked as the Norwood Public Schools student resource officer for a little over a year, before leaving his position at the school in December of 2024. Norwood District Superintendent Todd Bissell says,<\/p>\n\n\n\n<p><em>\u201cMr. Nieblas was a district SRO from August 2023 until December 2024. Norwood School was made aware of warrants made against him yesterday. Prior to this we had no knowledge of these accusations. We\u2019re always looking for the safety and the well being of our students and staff. That always remains Norwood Public Schools highest priority is our, the safety and well being of our students.\u201d<\/em><\/p>\n\n\n\n<p>San Miguel Sheriff Dan Covault received information on the allegations on June 25th, the same day Sheriff Covault contacted the CBI requesting they take over the investigation. Nieblas also resigned on June 25th.&nbsp;<\/p>\n\n\n\n<p>The arrest affidavit outlines Nieblas\u2019s use of cocaine, and the showing of underage pornographic images to an acquaintance. CBI issued a search warrant on June 30th for Nieblas, which included a warrant for electronics and narcotics. CBI learned that Nieblas had left the county and entered Mexico on July 1st through Arizona. Later, on July 7th Nieblas had reentered the United States, and by July 9th two search warrants were granted in San Miguel County, one for Nieblas\u2019s home residence in Norwood, and the second for Nieblas\u2019s phone and IP information.&nbsp;<\/p>\n\n\n\n<p>On July 10th, CBI special agents received a ping from Nieblas\u2019s phone, indicating he was back in the Norwood area. Agents performed a traffic stop of Nieblas\u2019s car, with his mother as the driver and Nieblas as a passenger, where they obtained Nieblas\u2019s phone and carried out the search warrant on his residence, in which they obtained seven additional electronic devices.&nbsp;<\/p>\n\n\n\n<p>By the next day, Nieblas\u2019s vehicle was observed leading the United States into Mexico, though no records of passengers were available.&nbsp;<\/p>\n\n\n\n<p>Further investigation of Nieblas\u2019s electronic devices allegedly revealed extensive sexually explicit images and videos of minors ages 8 to 18, including communication about the materials with others.&nbsp;<\/p>\n\n\n\n<p>The arrest warrant issued for Nieblas is for 28 counts of sexual exploitation of a child, including different felony classes, and 27 counts of persons required to report child abuse or neglect, given Nieblas\u2019s status as a mandated reporter during his time as a Sheriff\u2019s Deputy.&nbsp;<\/p>\n\n\n\n<p>CBI says it is believed that Nieblas is not currently in San Miguel County.&nbsp;<\/p>\n\n\n\n<p>If you have any information about Nieblas\u2019s whereabouts please contact CBI Special Agent Caroline Keevey at 970-248-7500.
