It was partially funded by the Colorado Office of Behavioral Health and follows a model used across the state.<\/p>\n\n\n\n<p>County Commissioner Anne Brown discussed the program at a September commissioners meeting, sharing her conversations with the Telluride Fire Protection District, Access Health, and the Sheriff\u2019s Office.<\/p>\n\n\n\n<p>\u201cWith a new sheriff in town, there&#8217;s a different interest level in the program,\u201d Brown said. \u201cDan&#8217;s very supportive of this. Dan\u2019s very supportive of this.\u201d<\/p>\n\n\n\n<p>Sheriff Dan Covault was appointed this spring after the retirement of longtime Sheriff Bill Masters.<\/p>\n\n\n\n<p>The co-responder program allows for crisis response in mental health emergencies, provides early intervention for individuals with mental illness, and helps streamline access to mental health services.<\/p>\n\n\n\n<p>Brown said the Telluride Fire Protection District offered a vehicle, and Access Health offered to train and supervise a team of co-responders.<\/p>\n\n\n\n<p>\u201cIt would be two people, a behavioral health clinician and then kind of a team member who would, it&#8217;s unclear exactly what their qualifications would need to be, but not, not like an EMT or police officer,\u201d Brown said. \u201cI think it could be somebody with less training, maybe a peer support person. Anyway, that access would previously they had only been willing or able, I guess, to manage the clinician, but they said they can handle the whole team, and then it sounds like the sheriff&#8217;s office maybe has someone on their team who would kind of lead the redevelopment of the project.\u201d<\/p>\n\n\n\n<p>Co-responders, in partnership with law enforcement, work to calm and de-escalate a mental health crisis situation. They are trained to create service plans and transport individuals to hospitals or walk-in centers.<\/p>\n\n\n\n<p>Brown said the county had agreed to be the fiscal sponsor of the program in 2025 for $250,000, but the money was redirected to the behavioral health fund.<\/p>\n\n\n\n<p>\u201cI was going to talk to you all about whether we could put that 250 into the 2026 budget, or roll it over, or however that works,\u201d Brown said. \u201cWe&#8217;ll need our staff to tell us so that we could fund that. We don&#8217;t provide the seed money for this program, as we had agreed to a few years ago, or had decided to, but that kind of expired, so we need to have that conversation again.\u201d<\/p>\n\n\n\n<p>Commissioners agreed to consider the item in an upcoming meeting before the final 2026 budget is approved.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">The West End Roundup with The San Miguel Basin Forum<\/h3>\n\n\n\n<p>Today on the West End Roundup with the San Miguel Basin forum KOTO\u2019s news team chats with editor Regan Tuttle. Rarely seen, building codes determine safety, energy efficiency, and cost of new construction across the region. Everything from the depth of nails to the amount of insulation in walls. Starting on July 1st 2026, San Miguel County will begin enforcing the 2024 international building code cycle, which updates a suite of associated codes for building.&nbsp;<\/p>\n\n\n\n<p>The San Miguel County Building Official Matt Gonzales spoke to the timeline of the code transition at Wednesday\u2019s County Commissioners meeting in Egnar.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p><em>:54 \u201cSo by July 1 of 2026 we are planning to be enforcing the 2024 international code cycle. So that&#8217;s like our International Building Code, our international residential code, and energy code, mechanical code, whatnot, pretty standards and standard and traditional codes. We will also be enforcing the wildfire resiliency code, mandated by the state. And we will also be enforcing the electric ready and solar ready code mandated by the state. We are going to by law, have to have adopted the wildfire resiliency code by April 1. We have this grace period of three months to then enforce the code.\u201d<\/em><\/p>\n\n\n\n<p>Gonzales says its going to take time for contractors to integrate these new codes. The International Code Council or IECC updates codes every three years for local and state governments. In Colorado, residential and commercial buildings are the fifth largest source of greenhouse gas emissions.&nbsp;<\/p>\n\n\n\n<p>The County code update also includes the implementation of the new Colorado Wildfire Resiliency Code. Created through legislation in 2023, the wildfire resiliency code is required in counties with specific wildland urban interfaces and requires certain fire safe building materials, site planning and additional wildfire protection building standards.&nbsp;<\/p>\n\n\n\n<p>4:37 <em>\u201c specifically to the wildfire resiliency code, we need to give designers time to chew on this and to be able to incorporate these changes and find ways to nab. Gate, some of those restrictions for materials, or for site readiness, for wildfire protection, all that type of stuff. So again, the whole intent today is to put this timeline before you, let you see it, and then ask any questions so that we can begin this public outreach kind of campaign\u201d<\/em><\/p>\n\n\n\n<p>Gonzales addressed the additional Colorado Energy Code, a supplemental code to the 2024 code, which implements stricter sustainability standards. San Miguel County is choosing to follow the lead of local towns before implementing this energy code, in order to make sure that local builders dont have to switch building codes depending on where they are in the county.&nbsp;<\/p>\n\n\n\n<p>When asked about how the Colorado Wildfire Resiliency Code will fit into the West End, and places like Egnar where there are no building codes\u2013Gonzales says its hard to say,<\/p>\n\n\n\n<p><em>13:25 \u201cMy the results of my research when I find them, but I I don&#8217;t know how the state will enforce this particular code in areas where there is not like a building code enforced. So for example, to the south Dolores County, they don&#8217;t have a building code, but I know that, like the elect, the state&#8217;s electrical and plumbing code are still valid and enforced. It&#8217;s up to you all, I think, to be kind of on the honor system. As far as you know, it&#8217;s really easy to do electrical and plumbing work out there, and no one&#8217;s really policing you, but the laws are still in effect.\u201d<\/em><\/p>\n\n\n\n<p>The new building code updates apply in San Miguel County only where there are existing code requirements; currently the West End zone district is exempt from these updates. Gonzales says the draft code update should be ready soon, and will be presented at upcoming planning commission and county commissioners work sessions.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Denver Patent Office to Close Permanently<\/h3>\n\n\n\n<p><br>The U.S. Patent and Trademark Office in Denver will close permanently. The Colorado Sun reports the decision is in part because a shrinking staff and less demand for in-person work don\u2019t justify the cost of a physical office.<\/p>\n\n\n\n<p>The Rocky Mountain Regional Outreach Office opened in 2014 as a way to better reach inventors outside of Washington. It served nine states across the Mountain West.<\/p>\n\n\n\n<p>The closures are not part of the federal government shutdown.
