So nobody. So if I&#8217;m not here for whatever reason, I have it right here. It says using this can&#8217;t see it, but says using this blower may result in hazmat exposure. And so that&#8217;s the actual heater control for what&#8217;s right above us.\u201d<\/p>\n\n\n\n<p>That\u2019s Frank Golaszewski, the maintenance and facilities director for Norwood Public School. Golaszewski opens a breaker box in the hallway of the high school, before pointing up to a sign on the ceiling that reads, \u201cCaution: Asbestos Exposure.\u201d He explains that this part of the school&#8217;s heating system isn\u2019t operational due to asbestos.<\/p>\n\n\n\n<p>In the science classroom \u2014 the only space with a functional heater \u2014 Golaszewski says, \u201cJust can&#8217;t really teach class, but right now I probably have low heat because I just started turning on all the boilers around the property. But usually I throw this thing on at night, and I just leave that door open and that&#8217;ll heat into the hallways of some of the classrooms.\u201d<\/p>\n\n\n\n<p>Norwood Public School is a combination of several buildings, first built in 1958, with additions in 1968 and 1999. For years, maintenance issues have been a growing concern for administrators and the community. Superintendent Todd Bissell says in the winter, temperatures inside the school can drop to around 60 degrees.<\/p>\n\n\n\n<p>\u201cWe had space heaters in classrooms, especially this side of the building, the elementary middle school, they didn&#8217;t need it as much. Our library had three or four space heaters in them, just to keep the buildings halfway where the rooms were halfway warm. But with space heaters, a lot of kids had to be within a few feet of the space heaters to actually get the heat, and then a lot of jackets were being worn and gloves being worn so the kids could stay decently warm,\u201d Bissell said.<\/p>\n\n\n\n<p>Golaszewski, who has led maintenance for six years, says it\u2019s hard to keep up with the aging building.<\/p>\n\n\n\n<p>\u201cEvery year, there&#8217;s always some type of major cost that we got to fix in this facility. I mean, just a couple weeks ago, we had two more heaters go out in our wrestling building, we got quotes back for that. I mean, these are little numbers for us. I mean, this is $20,000 to get those repaired,\u201d Golaszewski said.<\/p>\n\n\n\n<p>Touring the school, both Golaszewski and Bissell say the hallway bricks are full of asbestos, and they work hard to patch and seal to eliminate potential exposure. Passing a section of ceiling covered with flags underneath, Bissell points out one of the school\u2019s biggest maintenance problems \u2014 the roof.<\/p>\n\n\n\n<p>\u201cA lot of leaking comes through. You can see that there&#8217;s it&#8217;s leaked so much that ceiling tiles, for lack of a better term, have soaked through and fallen out. We get a big rain or a lot of snow, and snow melts and it leaks, at least right on right through here. We have sometimes have buckets in the hallway to catch the leaks, but it&#8217;s just mainly from the roof and the way it was put together years and years ago. I guess there&#8217;s another leak here that has gotten worse over the years,\u201d Bissell said.<\/p>\n\n\n\n<p>Bissell says estimates for a roof replacement are in the millions, but that wouldn\u2019t address the underlying asbestos problems. In the boys\u2019 bathroom, he points to a sign on the sink that reads \u201cNo Drinking.\u201d He says there\u2019s also a risk of lead exposure.<\/p>\n\n\n\n<p>Outside, Golaszewski shows the damage to the brick walls from poor roof drainage. Both he and Bissell say their biggest concern is the health and safety of staff, students and the community.<\/p>\n\n\n\n<p>\u201cThe public uses this facility constantly. I mean, they use the weight room. They come out here for their dessert contest. They use the property for basketball shoots. You know, I think one of my concerns is, and it&#8217;s kind of selfish, is I just, I want to see something better for this town, you know? I mean, I&#8217;d love to have an updated facility that I&#8217;m not embarrassed of. It&#8217;s, I&#8217;m not gonna lie, I&#8217;m embarrassed of this place. It looks like I don&#8217;t do anything here, and I can tell you, we put probably close to a million dollars since my time into this property, and you can&#8217;t see it anywhere, you know, it&#8217;s just, I want the kids to be safe, and I don&#8217;t want to waste the money anymore,\u201d Golaszewski said.<\/p>\n\n\n\n<p>There are some solutions in the works. The school received an Environmental Protection Agency Brownfields grant to remove asbestos from the heating system this winter. Long term, the Norwood School District is once again asking voters for a mill levy increase for matching funds for the Colorado BEST grant \u2014 a $52 million grant that would fund construction of a new school.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Social Services and Healthcare In Distress from Government Shutdown<\/h3>\n\n\n\n<p>As the federal shutdown drags on, San Miguel County braces for food aid losses and health care funding cuts<\/p>\n\n\n\n<p>Social services programs across Colorado are bracing for impact as the ongoing government shutdown reaches its 23rd day, marking the second-longest shutdown in U.S. history.<\/p>\n\n\n\n<p>In San Miguel County, 170 households will not receive SNAP benefits this November, and food banks in Norwood and Telluride are searching for funding and increased capacity. In Congress, the shutdown hinges on the Affordable Care Act and disagreement over whether to extend subsidies for millions of Americans.<\/p>\n\n\n\n<p>Linnea Edwards, Health and Human Services Director for Ouray and San Miguel counties, told commissioners Wednesday that 600,000 Coloradans are losing SNAP benefits in November. Locally, she said she\u2019s trying to find a way to continue services.<\/p>\n\n\n\n<p>\u201cThis is something the state of Colorado and San Miguel. San Miguel County doesn&#8217;t have control over and we are just trying to find a way to, you know, give resources in the community, along with just some compassion to our clients that are going to feel a lot of frustration and worry and sadness and they&#8217;re scared,\u201d Edwards said.<\/p>\n\n\n\n<p>Gov. Jared Polis on Wednesday asked the legislature\u2019s Joint Budget Committee for $10 million for Colorado food banks to assist with frozen SNAP benefits and funding cuts. In Norwood, the food bank has seen a 30% increase in need this year and serves about 2,000 individuals.<\/p>\n\n\n\n<p>April Montgomery, vice president of programs for the Telluride Foundation, said that in combination with Medicaid cuts, there\u2019s a lot of stress on the system.<\/p>\n\n\n\n<p>\u201cI guess, preparing for the fact that with cuts in Medicaid and other food programs now SNAP, they&#8217;re just, I guess, in the position of knowing these numbers are just going to keep increasing, and then you put on top of that the extra stress that Norwood is experiencing trying to find a new location. It&#8217;s, yeah, it&#8217;s pretty tough,\u201d Montgomery said.<\/p>\n\n\n\n<p>Sen. Michael Bennet said on a press call Wednesday that \u201cthe sooner the better\u201d for the shutdown to end, adding that he\u2019s working daily with Senate colleagues to find a path forward. The shutdown is nearing Nov. 1, when millions of Americans are set to participate in open enrollment for health insurance.<\/p>\n\n\n\n<p>\u201cThis is how broken the system is. It is ridiculous that we are spending twice as much on health care as any industrialized country in the world, and yet families all over the Western Slope of Colorado, for instance, or in northern Colorado, cannot find access to primary care, cannot find access to mental health care, cannot find access to prescriptions that they are prescribed, including our seniors, prescribed by doctors in America. That is ridiculous, and that is the system that we have today, and that&#8217;s a system that we should be fighting for,\u201d Bennet said.<\/p>\n\n\n\n<p>Locally, increasing costs of health care mean rural clinics like Uncompahgre Medical Clinic in Norwood are losing out on essential grant funding and reimbursements.<\/p>\n\n\n\n<p>Chuck Porth, CEO of the Uncompahgre Medical Clinic, said funding is growing difficult.<\/p>\n\n\n\n<p>\u201cThis year, my grant funds have been cut 9% simply because the funds aren&#8217;t there. In behavioral health, my Medicaid reimbursement just recently got cut 60%\u201411% medical,\u201d Porth said.<\/p>\n\n\n\n<p>\u201cWe&#8217;re in a situation where it\u2019s become obvious to us that a lot of the folks that were traditional payers of one form or fashion have run out of money, and that\u2019s rolling downhill, and we&#8217;re all absorbing it, and no, I don&#8217;t have a game plan for how we&#8217;re going to get through all this,\u201d he added.<\/p>\n\n\n\n<p>While the shutdown centers on subsidies for health care, the effects are widespread. Visit SanMiguelBasinForum.com for biweekly news, events, and local happenings in the West End.\u00a0<\/p>\n\n\n\n<p><em><em>Story begins at<\/em><\/em> 9:54<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Body of Missing Ridgway Woman Found Near Red Mountain Pass<\/h3>\n\n\n\n<p><br>The body of a Ridgway woman was found in an old mining shaft on Red Mountain Pass on Tuesday.<\/p>\n\n\n\n<p>Fifty-four-year-old Jennifer Nelson was reported missing Monday evening after she didn\u2019t return home from a walk in the Spirit Gulch area of the Uncompahgre National Forest, near mile marker 82 on Highway 550, according to reporting from the <em>Ouray Plaindealer.<\/em><\/p>\n\n\n\n<p>Ouray Mountain Rescue and the Ouray County Sheriff\u2019s Office searched the area for hours in the dark before finding the dogs Nelson was walking with. Responders then found the mine shaft and lowered a volunteer into the hole using a rope system. Nelson\u2019s body was found 8 to 10 feet down.<\/p>\n\n\n\n<p>The case remains under investigation pending an autopsy, with cooperation from the Colorado Bureau of Investigation and the Ouray County Sheriff\u2019s Office.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Telluride Ski Patrol to Conduct Artillery Training in Prospect Basin<\/h3>\n\n\n\n<p><br>Telluride Ski Patrol and the U.S. Forest Service will conduct artillery training at the Telluride Ski Resort next month.<\/p>\n\n\n\n<p>Prospect Basin will be closed to all traffic on Nov. 7 starting at 9 a.m. and continuing throughout the day. The public can expect to hear loud rounds of artillery from the mountain. Warning signs will be placed around the resort, as artillery shrapnel can be deadly as far as 2,000 feet from the point of impact.<\/p>\n\n\n\n<p>Prospect Basin will be closed to all traffic and activity during the training. The ski resort is currently closed to all public access, including skiing, hiking, biking and hunting.<\/p>\n\n\n\n<p>Telluride Ski Resort is scheduled to open for the 2024-2025 ski season on or near Thanksgiving Day, weather and snowmaking permitting.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Mountainfilm on Tour Heads to the West End This Weekend<\/h3>\n\n\n\n<p><br>Mountainfilm on Tour is coming to the West End for two nights of screenings at Camp V in Naturita.<\/p>\n\n\n\n<p>Both nights will feature seven different short films.
