{"id":7897,"date":"2025-11-14T18:00:00","date_gmt":"2025-11-15T01:00:00","guid":{"rendered":"https:\/\/koto.org\/?post_type=news&#038;p=7897"},"modified":"2025-11-14T16:29:20","modified_gmt":"2025-11-14T23:29:20","slug":"newscast-11-14-25","status":"publish","type":"news","link":"https:\/\/koto.org\/es\/news\/newscast-11-14-25\/","title":{"rendered":"Newscast 11-14-25"},"content":{"rendered":"<ul class=\"wp-block-list\">\n<li>Judge Sean Murphy Suspended<\/li>\n\n\n\n<li>SMART Talks Four Seasons Transportation<\/li>\n\n\n\n<li><em>Cat Movie Fisher<\/em> with Risho Unda<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Judge Sean Murphy Suspended<\/h3>\n\n\n\n<p>The Colorado Supreme Court has temporarily suspended San Miguel County Court Judge Sean Murphy from his position following a complaint from the Colorado Commission on Judicial Discipline.<\/p>\n\n\n\n<p>In a nine-page complaint, the commission argues Judge Murphy is \u201cfailing to adequately perform his judicial duties.\u201d<\/p>\n\n\n\n<p>The complaint calls out five claims: &#8220;engaging in a pattern of lengthy and inexcusable delays in issuing orders, sometimes for years; failing to issue orders at all in several cases; beginning hearings substantially late for nearly all court appearances, per witness accounts; conducting court remotely so often that stakeholders question whether he is a resident of his judicial district; and failing at times to act professionally when conducting court.&#8221;<\/p>\n\n\n\n<p>In the complaint, the commission requests Judge Murphy be publicly censured for his misconduct and removed from his position as judge.<\/p>\n\n\n\n<p>Throughout the complaint, the commission illustrates instances where, it claims, Judge Murphy\u2019s conduct falls below the standard for serving as a judge. The complaint highlights 25 cases of concern under Murphy\u2019s purview, including one case that has not received a ruling or hearing after more than two years. Another case involving a felony sexual assault was delayed for three months and only restarted after a mandate from the Court of Appeals. The commission highlights nine cases with substantial delays and another 10 cases where Judge Murphy failed to issue orders.<\/p>\n\n\n\n<p>The commission also notes a number of concerns around demeanor and professionalism, highlighting a hearing where Judge Murphy appeared remotely. During the hearing, a man \u2014 wearing only a towel around his waist \u2014 appeared behind Murphy to gather his clothes. In another remote hearing, Murphy was served a meal, which he ate throughout the hearing.<\/p>\n\n\n\n<p>The complaint notes a number of hearings where Judge Murphy showed up late and questions if he in fact lives within the judicial district, which is required by law.<\/p>\n\n\n\n<p>Based on the complaint, the Colorado Supreme Court temporarily suspended Judge Murphy on Oct. 27.<\/p>\n\n\n\n<p>Next, the matter will go before a Colorado Adjudicative Judicial Discipline Panel \u2014 a panel of three, including two attorneys and one non-attorney. Murphy has until Nov. 21 to respond to the complaint, at which point the disciplinary panel will schedule a hearing on the complaint.<\/p>\n\n\n\n<p>KOTO News reached out to Judge Murphy for a comment. He did not respond by broadcast deadline.<\/p>\n\n\n\n<p>Prior to serving as judge for San Miguel County, Murphy sat as Telluride\u2019s mayor. Murphy lost his mayoral re-election in 2019. Gov. Jared Polis appointed Murphy to serve as judge in 2020.<\/p>\n\n\n\n<p>When it comes to court business, in the meantime, Hinsdale County Court Judge James McDonald will sit in as county judge for San Miguel County.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">SMART Talks Four Seasons Transportation<\/h3>\n\n\n\n<p>The Four Seasons development in Mountain Village has sparked a number of conversations in the West End of San Miguel County, where members of the regional community have shared concerns about lodging, infrastructure challenges and strains on EMS and fire services.<\/p>\n\n\n\n<p>This week, the San Miguel Authority for Regional Transportation entered the conversation about moving people from lodging on the west end to the job site in Mountain Village.<\/p>\n\n\n\n<p>\u201cThe developer plans to utilize private transportation services \u2013 probably Telluride Express \u2013 to transport those, at the height of the project, probably a couple hundred workers,\u201d San Miguel County Commissioner and SMART board member Galena Gleason said at a SMART board meeting on Thursday.<\/p>\n\n\n\n<p>\u201cI have been questioning whether it makes sense to utilize SMART, and that could definitely increase ridership,\u201d Gleason said.<\/p>\n\n\n\n<p>Gleason adds it could also be a public benefit, with revenue going back to the community.<\/p>\n\n\n\n<p>\u201cInstead of, perhaps, investing in three or four years of private transportation, that money could be invested through SMART,\u201d she said.<\/p>\n\n\n\n<p>SMART Executive Director David Averill notes the conversation is on his radar and he believes it\u2019s worth the discussion. Still, he has some concerns.<\/p>\n\n\n\n<p>\u201cWe have just about full buses already some days. Does this put us in a position of running more buses out there? What does that look like from an organizational perspective? That\u2019s another driver that Telluride Express needs to come up with also. I think it\u2019s a pretty broad conversation that we should look at,\u201d Averill said.<\/p>\n\n\n\n<p>Mountain Village Town Councilmember and SMART Board Chair Harvey Mogenson also weighed in.<\/p>\n\n\n\n<p>\u201cNo reason for them to run a van following along before or behind a SMART bus,\u201d Mogenson said.<\/p>\n\n\n\n<p>SMART didn\u2019t make any decisions on how it may, or may not, support transportation for the Four Seasons development, but the board directed staff to start discussions with developers.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><em>Cat Movie Fisher<\/em> with Risho Unda<\/h3>\n\n\n\n<p>It\u2019s Friday and time for <em>Cat Movie Fisher<\/em>, a segment where Telluride High School\u2019s Risho Unda talks with members of the community about their favorite movies. This week he\u2019s chatting with Athletic Trainer Matt Oakes.<\/p>\n\n\n\n<p><em>Story begins at 5:25.<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Telluride to Review Two Major 2026 Event Requests<\/h3>\n\n\n\n<p>The Town of Telluride will be discussing requests for two major events in 2026 in the coming weeks.<\/p>\n\n\n\n<p>Planet Bluegrass submitted a proposal for another two-day concert in Town Park. The Telluride Jazz Festival is requesting an expansion from its traditional medium-sized festival to a major festival. Both events take place in August.<\/p>\n\n\n\n<p>Planet Bluegrass\u2019 request is another one-year-only request, similar to the EMD concert (Camp Alderwild) it brought this year. The request is for music on Friday, Aug. 28, and Saturday, Aug. 29, with music running from 4 p.m. to 10:30 p.m. each night. Attendance capacity for the event would be 9,000 per day.<\/p>\n\n\n\n<p>There is an \u201cextra\u201d weekend in August 2026, so the requested dates fall on the weekend between the Telluride Mountain Run on Aug. 22 and the Telluride Film Festival, Sept. 3\u20137.<\/p>\n\n\n\n<p>SBG Productions, which puts on the Telluride Jazz Festival, is requesting a recurring approval to increase its capacity from 2,999 attendees per day to 6,000 \u2014 changing the festival from a medium event to a major event. The format of the festival would stay the same, with the festival running Aug. 7\u20139, with gates at 1 p.m. and music from 1:30 to 10 p.m. daily.<\/p>\n\n\n\n<p>Both requests will follow a three-step review process. The Parks and Recreation Commission will discuss the requests on Nov. 19. The Commission for Community Assistance, Arts and Special Events will discuss them on Dec. 3. Finally, Town Council will consider the requests on Dec. 16.<\/p>\n\n\n\n<p>The community is encouraged to participate in all the meetings and share their input on the proposed events.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Colorado Moves Fast to Release SNAP Benefits After Federal Reopening<\/h3>\n\n\n\n<p>Colorado is moving \u201cas rapidly as possible\u201d to deliver all of this month\u2019s SNAP benefits now that the federal government has reopened. Gov. Jared Polis says the state\u2019s SNAP recipients should see payments loaded onto their EBT cards as early as this week.<\/p>\n\n\n\n<p>More than 600,000 Coloradans rely on SNAP, or food stamps. The U.S. Department of Agriculture, which runs the program, had put November SNAP funding on hold because of the government shutdown. Partial benefits started to go out last week amid conflicting court rulings over whether the federal government was required to fund the program.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">States Miss Another Deadline for Colorado River Water Plan<\/h3>\n\n\n\n<p><strong>There\u2019s still no plan for how the seven states that use water from the Colorado River will allocate the scarce resource after 2026.<\/strong><\/p>\n\n\n\n<p>Tuesday marked a deadline set by the federal government for the states to share a framework for new operating guidelines \u2014 another deadline that has come and gone with no agreement.<\/p>\n\n\n\n<p>The Department of the Interior, the Bureau of Reclamation and the seven states issued a statement saying that they were making progress on negotiations, but more work is needed.<\/p>\n\n\n\n<p>Chris Winter, an environmental attorney at CU Boulder\u2019s School of Law, said ahead of the deadline that the Colorado River is in a new era defined by climate change and a scarcity of resources, which demands urgent action.<\/p>\n\n\n\n<p>\u201cAnd the best way that we can prepare to move forward in this new reality is for the states to reach agreement amongst themselves and to compromise on how we&#8217;re gonna adapt water use to fit the supply,\u201d Winter said.<\/p>\n\n\n\n<p>He says water users in the Southwest can plan around scarcity, but they need certainty from the states about what that scarcity will look like.<\/p>\n\n\n\n<p>Upper and lower basin states have been unable to agree on who will see cutbacks and how to define shortages.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Polis Unveils Plan to Close $850 Million Budget Gap<\/h3>\n\n\n\n<p>Gov.
