Jennifer Thurston died Jan. 17 after a brief illness. She was 55.<\/p>\n\n\n\n<p>Thurston became KOTO news director in 2000 and served in the role for several years, fueled by caffeine and a desire to share the truth with the community.<\/p>\n\n\n\n<p>She later settled in Paradox Valley. Her love of nature was matched only by her devotion to her family.<\/p>\n\n\n\n<p>Thurston is survived by her mother, Mollie; her stepmother, Franny; and her siblings, Callahan, Harmony and Christina.<\/p>\n\n\n\n<p>The family plans to hold a memorial service in the region this spring.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Mountain Village Appoints Dan Jansen to Town Council<\/h3>\n\n\n\n<p>Dan Jansen will be joining Mountain Village Town Council.<\/p>\n\n\n\n<p>The remaining council unanimously appointed him to the seat Thursday, Feb. 19.<\/p>\n\n\n\n<p>Jansen\u2019s appointment comes following a vacancy after former Mayor Marti Prohaska resigned at the end of January.<\/p>\n\n\n\n<p>Jansen previously served on Mountain Village Town Council for eight years and served as mayor for four of those years. He has served as chairman of the Telluride Tourism Board and has served on committees for the Telluride Foundation and as vice chair of the Colorado Flights Alliance.<\/p>\n\n\n\n<p>Speaking before council, Jansen shared large infrastructure projects \u2014 like the gondola, wastewater treatment plant and the med center \u2014 as priorities.<\/p>\n\n\n\n<p>\u201cThese large infrastructure investments that are going to be made in the region \u2014 my back of the envelope says over $200 million. Not all of that is Mountain Village, but we have to get that right. If we blow that it\u2019s millions of dollars that we will lose,\u201d Jansen said.<\/p>\n\n\n\n<p>He also highlighted the importance of affordability for families and local businesses.<\/p>\n\n\n\n<p>\u201cWe don\u2019t talk enough about locally owned, small businesses and their importance in our community,\u201d he said.<\/p>\n\n\n\n<p>Finally, he emphasized community cohesion.<\/p>\n\n\n\n<p>\u201cHow do we get people to lay down their weapons and realize that we agree about a lot more than people believe we do? I think we agree about 80-90%, and we spend too much of our time debating and fighting about the 10-20%,\u201d Jansen said.<\/p>\n\n\n\n<p>During council\u2019s discussion on who to appoint, Mayor Scott Pearson shared his appreciation for the caliber of applicants.<\/p>\n\n\n\n<p>\u201cWe\u2019re so lucky as a small town to have so much talent and willingness to serve. I would genuinely be honored to serve with any of the applicants,\u201d Pearson said.<\/p>\n\n\n\n<p>But for Councilmember Tucker Magid, Jansen has the skill set he believes council needs for the coming year.<\/p>\n\n\n\n<p>\u201cTwo of our primary focuses over the next year, along with our infrastructure and housing needs. Number 1 is our tourism economy returns to, and exceeds, pre-strike levels through aggressive marketing and working collaboratively with our regional partners. Number 2: make sure our local businesses survive and thrive through this really difficult time period. I think Dan\u2019s experience with the Telluride Tourism Board and the Telluride Foundation, along with relationships he\u2019s built in those roles with our regional stakeholders would provide immediate contributions to getting our town and region back on track,\u201d Magid said.<\/p>\n\n\n\n<p>After about 30 minutes of discussion, council unanimously voted to appoint Jansen to Mountain Village Town Council.<\/p>\n\n\n\n<p>Jansen will serve the remainder of Prohaska\u2019s term until June 2027.<\/p>\n\n\n\n<p>During the appointment process, a number of community members shared a desire for an election rather than an appointment. Mountain Village\u2019s Town Charter dictates an appointment in the case of a Town Council vacancy. However, through discussion, several council members expressed interest in a potential shift to an election. That would require an amendment to the Town Charter, which would go before voters.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Ski Patroller Injured in Resort Slide<\/h3>\n\n\n\n<p>A member of Telluride Ski Patrol was injured in a slide at the ski resort over the weekend.<\/p>\n\n\n\n<p>\u201cThe other day, we had a senior patroller, 30 plus years, extremely experienced and former member of our snow safety team who was inadvertently caught from above, while on a control route. He was caught, carried, partially buried, and seriously injured,\u201d said Graham Hoffman, president of the Telluride Ski Patrol Union.<\/p>\n\n\n\n<p>The Telluride Ski Resort confirmed to KOTO News that on Saturday, Feb. 21, \u201ca member of Telluride\u2019s Ski Patrol was doing avalanche control work on Gold Hill and while skiing to set the shots, a slide was inadvertently triggered.\u201d<\/p>\n\n\n\n<p>Hoffman said the patroller was working on an avalanche mitigation team to set explosives.<\/p>\n\n\n\n<p>\u201cThis is a known spot. This is a repeat offender. We are absolutely aware of what can happen there. And yet it still manages to catch us,\u201d Hoffman said.<\/p>\n\n\n\n<p>Hoffman noted they were intending to trigger a slide in the area.<\/p>\n\n\n\n<p>\u201cThis patroller was looking to place explosives and he found the magic trigger spot. It triggered, and it propagated above him and caught him from behind, above,\u201d he said.<\/p>\n\n\n\n<p>According to Hoffman, the patroller was partially buried, with his head remaining above the snow. In a statement, Telski officials said the patroller suffered non-life-threatening injuries.<\/p>\n\n\n\n<p>Hoffman said the injuries are serious.<\/p>\n\n\n\n<p>\u201cHe\u2019s looking at multiple surgeries and this is an injury he\u2019s going to live with for the rest of his life,\u201d Hoffman said.<\/p>\n\n\n\n<p>The event comes after the labor dispute, and resulting strike, between the Telluride Ski Patrol Union and Telski. Throughout negotiations and the strike, ski patrol argued a need for higher wages to promote retention given the dangerous nature of the job.<\/p>\n\n\n\n<p>\u201cWe feel strongly that instants like this, and serious close calls like this are a matter of the public interest. This just goes to show how dangerous our snowpack can be to this community, and all of the efforts that it takes for us to mitigate this to open terrain, and to open terrain as quickly as we can,\u201d Hoffman said.<\/p>\n\n\n\n<p>The ski patroller was transported to the hospital for care.<\/p>\n\n\n\n<p><em>* On February 26th Telski confirmed the ski patroller was partially buried in the slide. The Resort stated: &#8220;we are extremely proud of our\u00a0Ski Patrol and their rapid, efficient and professional response to this dangerous situation&#8221;.<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Coming Up on Council<\/h3>\n\n\n\n<p>Telluride Town Council is meeting on Tuesday to elect a new mayor pro tem, get an update rental housing policies, and discuss an ethics complaint. In this installment of Coming Up on Council, Telluride Communications Manager Lindsey Mills shares what to expect.<\/p>\n\n\n\n<p><em>Story beings at 6:45. <\/em><\/p>\n\n\n\n<p><strong>Julia Caulfield (JC): W<\/strong>e&#8217;ll be kicking it off with work sessions in the morning. Can you give an overview of what\u2019s happening in the first session?<\/p>\n\n\n\n<p><strong>Lindsey Mills (LM):<\/strong> The first work session is going to be a recap of housing policy implementation. You&#8217;ll note we went through a big review of the Telluride rental housing policies, and those were implemented throughout 2025. This will not be a year of review. Those are reviewed biannually. So there may be some technical changes or some smaller details that they&#8217;ll be reviewing, but no major changes will be taking place this year. It&#8217;ll just be a conversation to recap what occurred over the implementation period.<\/p>\n\n\n\n<p><strong>JC:<\/strong> That is the first work session. There is a second one before lunch. What is that one looking at?<\/p>\n\n\n\n<p><strong>LM:<\/strong> There&#8217;s a couple amendments to the construction mitigation plan manual, a couple small things that they&#8217;re looking at revising \u2014 parking permits, and some other small details. Nothing major changing in there, but there are a couple amendments that will be of interest to our local contractor and construction workforce.<\/p>\n\n\n\n<p><strong>JC:<\/strong> Before we break for lunch, there is one item that\u2019s technically administrative, but very much of note. Can you explain that?<\/p>\n\n\n\n<p><strong>LM:<\/strong> The council will be appointing a mayor pro tem. This is essentially serving as a deputy or assistant mayor. This is written in the town charter and is a person that serves as mayor if the mayor cannot be in person at a meeting or is unavailable for their duties as mayor.<\/p>\n\n\n\n<p><strong>JC:<\/strong> When council gets back, it is a lot of those smaller items &#8211; the consent calendar, action items, public hearings and the like. Anything worth calling out?<\/p>\n\n\n\n<p><strong>LM:<\/strong> Public hearings were originally going to be a pretty large portion of the meeting, but an item was continued. So we&#8217;re going to see about a 30-minute public hearing session, which is going to go through 2025 budget adjustments, a second reading and approval of an ordinance amending the Telluride Municipal Code for the vending section to establish that it&#8217;s food vendors only. They need to have an established food cart, aside from the exceptions for our farm stands and such.<\/p>\n\n\n\n<p>Then we go into a couple unit sales. Our most recent lottery units are getting approved for sale through their second reading. Those folks are moving forward to purchase their deed-districted homes in the town of Telluride. We also have another lottery coming up here in the next month or so, which will be another three units up for lottery \u2014 two in Silverjack and one in Element 52.<\/p>\n\n\n\n<p><strong>JC:<\/strong> There are a number of action items that folks might be interested in. Can you give a rundown of what those are going to be?<\/p>\n\n\n\n<p><strong>LM:<\/strong> We&#8217;ll be kicking it off with a resolution granting an exemption to Mountainfilm. This will establish Mountainfilm as a large special event in the town of Telluride. There will be just kind of advanced notice of the impacts of Mountainfilm, which is taking place May 20 through 25 this year.<\/p>\n\n\n\n<p>Then we&#8217;ll touch base on the special election. This will be the official call of the special election, and there will be some additional details around the timeline relayed in there.<\/p>\n\n\n\n<p>Then we roll into a processing of an official ethics complaint surrounding [Councilmember] Kristen Permakoff&#8217;s behavior at a joint council meeting in January. That will be a view of the ethics complaint and a decision of the path forward, whether that goes to the Ethics Commission or what council decides to do based on that complaint being filed.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Lawmakers Talk EMS Funding, Prostitution<\/h3>\n\n\n\n<p>Lawmakers in Denver have a plethora of bills a up for discussion. This week on Capitol Conversation, Statehouse Reporter Lucas Brady Woods shares more information on EMS funding, decriminalizing prostitution, and redistricting.<\/p>\n\n\n\n<p><em>Story beings at 11:00.<\/em><\/p>\n\n\n\n<p><strong>Julia Caulfield (JC):<\/strong> There is a lot going on in Denver. The state legislature is up to a whole bunch of stuff. The first thing that I wanted to talk with you about today is a bill that would shift some funding structure for EMS in Colorado. Can you share what this would do?<\/p>\n\n\n\n<p><strong>Lucas Brady Woods (LBW):<\/strong> This new bill is really interesting, and it deals with trying to create a more sustainable funding structure for EMS &#8211; things like ambulance services that so many of us really consider essential services, when we call 911, we expect an ambulance to show up.<\/p>\n\n\n\n<p>In a lot of situations, ambulances don&#8217;t actually get reimbursed in a lot of situations. If they don&#8217;t transfer someone to a hospital, to an emergency room, they actually don&#8217;t get reimbursed. So this bill would make sure that they&#8217;re reimbursed for things like calls where they go and they maybe treat someone on site, but they don&#8217;t take them to a hospital. [This would make sure] that&#8217;s reimbursed by Medicaid or by private insurers. There&#8217;s one other interesting point here, you&#8217;d think it might cost money, right? Because it&#8217;s a new funding source. But in fact, it&#8217;s projected to save the state money because so many people would not end up in ERs because they would be able to be treated on site.<\/p>\n\n\n\n<p><strong>JC:<\/strong> You say that about saving the state money, but is there an idea of what it would mean for Coloradans if it&#8217;s their Medicaid or their insurance that then is reimbursing? Have folks talked about what it would mean in terms of people&#8217;s copays or premiums or whatever that might be?<\/p>\n\n\n\n<p><strong>LBW:<\/strong> I think as far as the sponsors have said is it won&#8217;t actually increase those costs because it&#8217;s saving them from going to the hospital and having to pay more costs ending up in the ER and having to cover those costs. So I think as far as the sponsors are concerned, it wouldn&#8217;t increase those costs. But that&#8217;s a good question that we&#8217;ll have to see as it goes through.<\/p>\n\n\n\n<p><strong>JC:<\/strong> Lawmakers are also discussing a bill that would make Colorado a first in the country, that has to do with decriminalizing prostitution. What is this bill? What is it talking about?<\/p>\n\n\n\n<p><strong>LBW:<\/strong> Before we get too deep into this, I think one thing that&#8217;s worth mentioning is that it&#8217;s possible that this policy is going to have a difficult time actually getting passed. But it&#8217;s worth noting, because it&#8217;s a significant policy and the fact that it&#8217;s being introduced really does say something, and maybe you will be surprised.<\/p>\n\n\n\n<p>It would make Colorado a first, and this would actually be the first to decriminalize prostitution completely, that&#8217;s from a group of progressive Democrats. You might think there are some states that have legalized prostitution. In Nevada, for example, prostitution is only legal at licensed brothels in certain counties. In Maine, recently, as of 2023, I believe, paying for sex is illegal, but selling it is no longer illegal in Maine. So there are certain limits, and the Colorado proposal would go even further and it would erase state-level laws against prostitution and block local governments from instituting measures against prostitution going forward.<\/p>\n\n\n\n<p>Really for the bill sponsors, it&#8217;s about preventing exploitation and abuse that comes with the sex work industry. Of course, this would not legalize sex with anyone that&#8217;s underage and pimping, which is earning money from someone else&#8217;s prostitution, would also still be illegal. But it&#8217;s a really interesting proposal. So we&#8217;ll see what actually happens when it hits the process.<\/p>\n\n\n\n<p><strong>JC:<\/strong> Outside of lawmakers themselves, there&#8217;s also some preparation for politics coming up in the election in November, including an attempt to get a ballot measure on Colorado&#8217;s ballot that would have to do with redistricting. Can you share what this ballot measure would do?<\/p>\n\n\n\n<p><strong>LBW:<\/strong> There&#8217;s been this ballot measure proposed to redistrict Colorado&#8217;s congressional districts, to rewrite the map. This goes along with this national movement we&#8217;ve been seeing around redistricting. Texas pushed for redistricting at the behest of President Trump. California responded with its own redistricting push.<\/p>\n\n\n\n<p>This is about Republicans and Democrats competing for control of the United States House of Representatives. Colorado is now, you know, potentially joining the fray. This would ask a lot from voters, and that would mean, temporarily overriding this independent redistricting process that we have here in Colorado that&#8217;s in our constitution. It would override that, and this particular proposal would actually get Democrats seven out of the state&#8217;s eight districts. That&#8217;s up from the four that they hold now. So that&#8217;s an important detail as well. But it remains to be seen whether we&#8217;ll actually have it on our ballots in November.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\">Colorado River States Deadlocked as Drought Deepens<\/h3>\n\n\n\n<p>The upper and lower basins of the Colorado River remain deadlocked on how to allocate water amid historic \u2014 and worsening \u2014 drought conditions.<\/p>\n\n\n\n<p>Last weekend, as Rocky Mountain Community Radio\u2019s Caroline Llanes reports, they let another deadline pass without submitting a plan to the federal government.<\/p>\n\n\n\n<p>The operating guidelines for the river expired at the end of 2025, and new ones need to be in place by October. That marks the point when most precipitation in the basin will fall as snow rather than rain.<\/p>\n\n\n\n<p>Before then, any federal plan would need to go through an environmental review and public comment period, which is usually a lengthy process.<\/p>\n\n\n\n<p>Elizabeth Koebele at the University of Nevada, Reno, says the door is still technically open for the states to weigh in, but they are running out of time.<\/p>\n\n\n\n<p>She says it might help if the federal government picked its preferred plan.<\/p>\n\n\n\n<p>\u201cI think that might help move the negotiations forward because it really puts something concrete on the table that the federal government plans to do to manage the river in the absence of a consensus-based alternative,\u201d Koebele said.<\/p>\n\n\n\n<p>She says people are likely more aware of water issues now because of how dry this winter has been, which puts more public pressure on decision-makers.<\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>&#8211; Mountain Village Appoints Dan Jansen to Town Council<\/p>\n<p>&#8211; Ski Patroller Injured in Resort Slide<\/p>\n<p>&#8211; Coming Up on Council<\/p>","protected":false},"featured_media":0,"template":"","format":"standard","meta":{"_acf_changed":false},"news-category":[515],"news-tag":[],"class_list":["post-9775","news","type-news","status-publish","format-standard","hentry","news-category-newscasts"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.7 - https:\/\/yoast.com\/product\/yoast-seo-wordpress\/ -->\n<title>Newscast 2-23-26 - KOTO FM<\/title>\n<meta name=\"description\" content=\"In today&#039;s headlines: Mountain Village Appoints Dan Jansen to Town Council.
