The measure, if passed, would require a vote of the electorate for large town projects (those that exceed more than $10 million), rezoning or Planned Unit Development amendments on projects that would cost a third-party more than $20 million, and water service expansions outside the town limits with more than ten new residential taps or one new commercial tap.
